Planning in Dublin
Dublin has four councils: Dublin City, Fingal, South Dublin and Dún Laoghaire–Rathdown. The garden room exemption rules are national, so they're the same in all four. See our full planning guide.
Two things are more common in Dublin than elsewhere:
- Protected structures and conservation areas, especially in older parts of the city, where exemptions may not apply.
- Small back gardens. In many terraced and semi-detached houses, the rule that 25 m² of garden must remain limits the size more than the 30 m² cap.
If you're unsure, any of the four councils can give a Section 5 declaration on whether your project is exempt.
Prices in Dublin
Bespoke builds can cost more in the city because of access, parking and skip hire. Use our price guide and cost estimator as a benchmark before asking for quotes.
Dublin gardens and access
- Side passages: many terraced houses have no side access, so materials come through the house. Ask how the company handles this.
- Rear lanes: some older Dublin houses have rear lane access, which makes delivery much easier.
- Overlooking: close neighbours mean it's worth thinking about window placement, even though the exemption doesn't regulate it.

Common questions
Do Dublin councils have different garden room rules?
No. The exemption rules are national, so they are the same in Dublin City, Fingal, South Dublin and Dún Laoghaire–Rathdown. What can differ is whether your own house's planning permission removed exemptions, and whether it is a protected structure.
How do you choose which companies to list?
